It is a different matter whether you consider this compensation sufficient for working in this department which does duty 24 hours or not.
Meaning of non-gazetted staff
Non-gazetted staff means constable, dewan, inspector, and inspector. These ranks are called non-gazetted in civilian services. In Hindi, it is called non-gazetted. That is, their transfers are not mentioned in the state gazette. It is a different matter that the common man has to deal with these people daily. So first understand why and how Constable Ji, dewan ji, and Inspector Sahab get this thirteenth month’s salary.
Why do they get this?
At least in police jobs, people of these ranks are considered to be on duty for 24 hours. In other departments also, no one can say that he is no longer on duty. Yes, his office closes after a certain time. But the government can summon these officers for work whenever they want. In police, the police station is never closed. Work will not get done. The need for a police station arises mostly when an accident happens. An accident will not happen by informing. Therefore, anyone can go to the police station whenever there is any work. In this sense, it can be said that in police, one has to work 24 hours, 7 days, and the whole year.
UP police get a salary for 13 months, 24/7, and that too if one has to work for the whole year, then it seems that something else should also be given apart from salary. We are not talking about bribes. We are talking about salary. So UP Police is such a department where this extra salary is given. Know why and how.
Police jobs have always attracted the youth.
Every day’s details in GD
Not only do you have to work, but you also have to record the work you did in a diary. This diary is called GD or General Diary. Being related to the Mughal period, it was called Rojnamcha Aam in the olden days. Aam means for everyone and Rojnamcha means a register that records daily events. All the details of the policeman’s comings and goings are recorded in it. Which is written according to the time along with the number. All other information recorded in the police station is also recorded in it. If needed, the court also summons it in any case and examines the claims of the police.
Well, all this is being told so that it can be understood how the job of the police is 24 hours a day, 7 days a week, and throughout the year. Festival days are also included in this. They have to do more strict duties on Holi, Diwali, Dussehra, or other government holidays. So that the festivals are celebrated peacefully. They do not get leave even on Sundays. Instead of this, the government gives them one month’s ACTA salary. This includes basic salary and inflation. Other allowances like motorcycle allowance or uniform allowance etc. are not given. This extra salary is given in the month of March around Holi.
A police officer said that earlier the amount used to be equal to the salary of about fifteen months. Later state governments kept cutting it. For example, a bonus equal to one month’s salary was given. Which was cut and fixed at Rs 3700. Apart from this, every year almost a month’s salary was received from leave encashment. This was also abolished.
Gazetted officers above the rank of Inspector do not get the salary of the thirteenth month. Because it is believed that their offices remain closed during holidays. Their office is not open even on Sundays. According to O.P. Tripathi, retired from the post of IG of Uttar Pradesh Police, in such a situation, if a gazetted officer wants, he can take leave once a year and go somewhere with his family. The government pays them the fare for coming and going. This is known as LTA.
